Established and manage the Ports and Logistics practice to help clients develop and execute strategies for congestion mitigation, improve operational performance, rationalize investment decisions, enhance capacity utilization, improve financial performance, and design institutional and regulatory arrangements to enable port and freight logistics efficiency, private sector investment, and fair competition. Ongoing projects:• Expert witness, port concession international arbitration matter, Republic of Georgia; • Investment due diligence for dry port development in Laos;• Institutional specialist for governance of offshore wind energy development. Also specialized in the development of decision support tools, including as co-developer transport logistics diagnostics toolkit (applied to 40+ freight corridors in 30+ countries), model for monitoring the competitive behavior of port operators, and port performance indicator system for port concession contracts and regulators. Have also served as peer reviewer for other tools, such as the International Finance Corporation’s ex-ante investment impact assessment tool (Anticipated Impact Measurement and Monitoring system) and World Bank’s Port Performance Index.
