The Department of Community and Economic Development provides administration of the largest HUD Entitlement County program in Alabama. The HUD programs include Community Development Block Grants (CDBG), Emergency Solutions Grants (ESG), and HOME. These programs are used for the construction and expansion of public facilities, infrastructure projects, housing rehabilitation, assistance to homeless prevention agencies, development of single family housing, and special needs housing for the elderly.Currently, the Department is overseeing $16 million in HUD disaster funds to assist persons in the Jefferson County Consortium impacted by the April 27, 2011 tornado.The Community and Economic Development Department also oversees the largest stand alone Workforce Development program in Alabama. The program provides a variety of services to Adults, Dislocated Workers, and Youth in Jefferson County to include core, intensive, and training services in high demand employment fields.The Department also manages an Economic Development Administration (EDA)/CDBG Revolving Loan program, which is a gap financing program for businesses in Jefferson County.Finally, the Department provides administration for other federal programs to include EPA, Health and Human Services, and USDA/Rural Development.
