Serve as a Contracting Officer responsible for developing purchasing plans and sourcing strategies to procure Office Products Supplies and other COTS (Commercial Off the Shelf) items. Responsible for sourcing activities to include identifying Internal Customer’s needs for services, supplies, and equipment. These assessments are then used to determine specific requirements and criteria, including production needs, quantities, and delivery requirements. Oversee and participate in the development, preparation, and execution Solicitations, Request for Proposal (RFP), and Request for Quotes (RFQ) Request for Information (RFI). Responsible for evaluating proposals to determine the “Best Value Source Selection” for the Postal Service. Supplier Proposals are reviewed for a potential contract award while seeking to leverage volume, lower cost, and reduce Total Cost of Ownership (TCO). Additional activities include negotiating with Supplier to drive down and leverage costs to the organization. Responsible for conducting Price Analysis, Benchmark Analysis, and a host of other analyses to ensure adequate qualifications. Perform Post-Award activities to monitor Supplier’s Performance which include Customer Satisfaction Evaluations, Supply Chain Innovations, and Sustainability Initiatives. Additionally, conduct quarterly Commodity Business Reviews (CBR) to address supplier\'s performance and logistic concerns, competitive advantages, and other industry factors related to purchases.Manage multiple projects to include planning, determining resource requirements, developing timelines, risk analysis, monitoring progress, and providing technical guidance and feedback. Familiar with the Postal Service’s supplier diversity planning and sourcing strategies. Review and oversee the activities of lower level employees or teams when assigned.
