Provide support to maximize the beneficial use of waters of the state and by conducting engineering and hydrologic investigations pursuant to Colorado Revised Statutes, rules, regulations, and policies of the State Engineer and Colorado Ground Water Commission. Evaluate non-exempt and exempt well permit applications and water court filings across Divisions 2, 3, and 7 (Arkansas, Rio Grande, and San Juan/Dolores Basins), ensuring compliance with Colorado water law and minimizing injury to existing water rights. Conduct engineering, hydrologic, and geologic analyses using groundwater models, geospatial data, and site-specific datasets. Review and interpret augmentation plans, historical water rights records, and diversion data to support permitting and adjudication decisions. Provide technical support and water data interpretation to the public, attorneys, engineers, and local governments. Contribute to agency policy by researching and analyzing hydrologic data, performing engineering calculations, and drafting recommendations based on findings.
