About Douglas L. Smith

I have a unique blend of public and private sector experience having served as an elected and appointed official at the local and regional level and having held a number of roles in banking and consulting. Those experiences have made me an effective communicator, a strategic thinker and a creative problem solver with an outstanding network of contacts.I joined the Hampton Roads Alliance in 2019 after serving as the Norfolk City Manager. I served previously as Deputy City Manager in Virginia Beach and Portsmouth and as an elected member of the Portsmouth City Council. I have been a commissioner for the Hampton Roads Transportation Planning Organization and the Hampton Roads Planning District Commission. As President & CEO of Kaufman & Canoles Consulting, I counseled national and local developers, municipalities, higher education institutions and corporations. I began my career as a banker at First Union Corporation working in North Carolina, Georgia and Virginia.
