Market Analysis: • Developed a capital and operational expenditure financial model analysis of the National Public Safety Broadband Network (NPSBN) that provided ST and LT forecasts of costs, deployment timeline and subscribers for building an independent network versus partnering with a commercial carrier.Technical Program Management: Oversaw $20M program deploying CCTV in 560 Washington, DC metropolitan buses, increasing operational video from 20% to 99%.Project Design: Designed and implemented a $1.2M distributed antenna system (DAS) project supporting Office of Unified Communication (OUC) land mobile radio (LMR) service, covering 2 miles of underground tunnels and galleries. Provided cost-effective upgrade path to WiFi and mobile broadband, saving client $700K. Cross-functional Team Leadership: Worked with cross-functional teams and external stakeholders to author design standards and operating procedures for logging and testing of DAS.Process Implementation: Developed and implemented process accumulating 911 call statistics into half-mile geographical map grid, consulting with states and processing over 10M records. As a result, company earned contracts from 9 other states, increasing revenue by $5M.Project Governance and Negotiation: Resolved Talladega County public safety radio system governance challenges, negotiating a shared system with Calhoun County. This reduced costs and prevented purchase of an independent system.Grant Preparation: Drafted broadband technology opportunity program grant applications for multiple jurisdictions, resulting in total awards over $200M.
