About Doug Chapin
I have over 20 years of consulting experience, covering a wide range of services that focus on natural resources and environmental regulations. I joined InterAgency, Inc. in 2018 as the Environmental Manager to oversee the company’s emerging environmental practice. Currently serving as Third Party Manager on the Owner’s Advisor team to Alexandria’s local wastewater authority (Alexandria Renew Enterprises), I manage the environmental and regulatory coordination for RiverRenew, a major infrastructure program to remediate Alexandria’s combined sewer system. In this role, I oversee the program’s NEPA compliance process, National Park Service and Clean Water Act permitting, VDOT and Dominion Energy coordination, and the City’s Development Special Use Permit (DSUP) process. I am also responsible for developing and negotiating easements and right-of-entry agreements on behalf of the authority. I am also currently serving as Permitting and Environmental Lead for the NPS National Capital Area Seawall project that will rehabilitate the seawalls within the Tidal Basin and West Potomac Park. In this role, I oversee the program\'s regulatory compliance process, including NEPA, Section 106, Section 7 and permitting. I also support the Long Bridge Project\'s Environmental Management team providing input on CWA and NPS permitting, as well as NEPA compliance for new rail and pedestrian bridges across the Potomac River and Washington Channel. Prior to joining InterAgency, Inc, I worked for nearly 14 years at Wetland Studies and Solutions, Inc.(WSSI) where I gained extensive knowledge of federal, state and local regulations pertaining to the Clean Water Act, Endangered Species Act, NEPA, Chesapeake Bay Preservation Act and many other relevant regulations. Through the course of my career, I have developed strong relationships with federal, state and local regulators, as well as my public and private sector clients, which are key to facilitate regulatory approvals and keep projects on schedule.
