Dr. Donald Sowers is a retired attorney with a juris doctor degree from Southwestern University School of Law in Los Angeles. Before joining Tennessee Tech\'s faculty as an adjunct instructor, Don was an instructor for twenty-eight years at the Los Angeles County Sheriff’s Academy, where he taught Constitutional Laws of Arrest, Search & Seizure, and Evidence to over ten-thousand deputy sheriff and police recruits. Don is currently teaching PRST 6721, a graduate course on \"Managing Emergency Volunteers and Community Donations,\" for Tech\'s School of Professional Studies. Don brings vast experience in the fields of law, emergency management and public safety. He is a former: Santa Monica police detective, Los Angeles County deputy district attorney, managing partner of a California based law firm, CERT program manager, and a county deputy director of emergency management.His volunteering included being the vice-chairman of Make-A-Wish Foundation International, member of the National Board of Directors of Make-A-Wish of America, president of Alumni Association and member of the Board of Trustees at Southwestern University School of Law, chairman of the Los Angeles County Bar Association - Criminal Justice Section, and chairman of the City of San Juan Capistrano Community Emergency Response Team. In Don was recognized as the Southwestern University “Alumnus of the Year.” And in 2010, Don received the President\'s Volunteer Service Award – Council on Service & Civic Participation conferred by President Barack Obama.Don has been both a professional first responder and volunteer leader for many organizations and disasters. He is a member of the Putnam County Amateur Radio Emergency Services (ARES), the International Association of Emergency Managers, Emergency Management Association of Tennessee (EMAT), Volunteer Tennessee, and TN VOAD. In 2020, he was one of the Volunteer Reception Center managers for the Putnam County EMA - Cookeville, TN tornado response.
