About Donald Erwin
Mr. Erwin is currently retired from his role as Vice President/Technical Director for the Tolls Consulting Services Practice in Atkins\' Technical Professional Organization, providing professional consulting services to the toll, transit & transportation industries. He provided senior advisory services; was responsible for project development, production & quality assurance; as well as client relations, business development, and assists with strategic business planning for the division. He has also served as Technical Practice Area Leader for Toll System Design & Specifications. Mr. Erwin is a registered professional engineer with broad transportation management & engineering experience. He specializes in payment & revenue collection for tolling, transit, parking applications, and intelligent transportation systems. His expertise spans roadside and back-office business operations, systems and revenue collection facilities. Mr. Erwin has successfully managed complex, multi-discipline programs / projects, and used a variety of procurement / delivery approaches including design-build and P3 (public-private partnership) concessions. His current focus is on the planning / development of all-electronic tolling and managed lanes (HOV/HOT) projects. Specialties: A program leader for payment systems development & implementation since 1987, he is a recognized corporate expert / sr. technical resource. He served as GEC Program Manager for the development / procurement / implementation of the first integrated cash + electronic toll collection (ETC) system, the E-PASS system in Florida. He has managed numerous toll facility & back office design projects. He has served as Technical Advisor for Tolling & ITS, and has assisted in the preparation of P3 toll concession proposals. He has also provided planning and design services for Managed / Express Lane pricing systems.
