After more than 20 years of working with government and private clients in the energy industry, I co-founded the Douglass & Liddell law firm with Daniel Douglass. Our law practice is limited exclusively to energy industry transactional and regulatory work in California and the West. My personal area of focus in energy law is solely focused on California electricity law and regulation.Douglass & Liddell also serves as an advocate in electricity-related administrative proceedings and legislation in California. We also serve as legal counsel to the Western Power Trading Forum, the Alliance for Retail Markets, the Direct Access Customer Coalition and the California Energy Storage Alliance. Additionally, Douglass & Liddell also represents clients to negotiate power purchase and interconnection agreements for renewable energy and traditional power plants. The firm represents clients involved in all aspects of utility scale and distributed generation, demand response, and energy storage projects.Some of the firm’s representative projects include: Negotiated the power purchase agreements for two of the largest proposed concentrating solar power projects in the West. Under a long-term contract with publicly owned Southern California utilities, deployed a 53 MW ice storage air conditioning project to permanently shift on-peak electricity demand to off-peak hours. Worked with the California Public Utilities Commission to extend incentives to distributed energy storage technologies and renewable energy resources.
