Currently serving as the first chief executive of the nation’s newest rail transit State Safety Oversight Agency (SSOA). The WMSC is a legally and financially separate entity from the Washington Metropolitan Area Transit Authority (WMATA). The Metrorail system serves the U.S. National Capital Region and is the second largest rail transit system in the country. WMATA operates the Metrorail system, and the WMSC serves as Metrorail’s independent State SSOA, as required by federal law.I stood up the WMSC as a new government entity responsible for day-to-day safety oversight and enforcement on the Washington Metrorail system. I established the WMSC\'s safety oversight program, and recruited a team of skilled and qualified technical staff that now provides effective safety oversight of Metrorail. I provide steady, effective, and confident leadership in a highly-visible position that resulted in the WMSC receiving federal certification of its oversight program ahead of a statutory deadline, which avoided the regional loss of approximately $1.6B in federal transit funds. Under my leadership, the WMSC operates a program of safety audits, inspections, event investigation, and a program of corrective actions that is driving continuous safety improvement of the WMATA Metrorail system.
