ABOUT DAVID OWENS

I am an engineer and energy professional with deep expertise in public policy for renewable and clean energy technologies, infrastructure hardening, storm recovery, and the growing challenges of physical and cyber security. Throughout my career, I’ve helped shape major reforms in rates, regulation, and energy markets, always with a focus on strengthening grid resilience and advancing a cleaner, more reliable power sector.I have frequently appeared before U.S. Congressional Committees, provided expert testimony in more than 50 state proceedings, lectured at universities across the country, and delivered hundreds of presentations in business and industry forums. My insights and commentary have also been featured on television and radio nationwide.Before joining EEI, I served as Chief Engineer in the Division of Rates and Corporate Regulation at the Securities and Exchange Commission, where I participated in major proceedings involving utility mergers, electric system integration, and financial disclosure standards.I am honored to be recognized in Who’s Who Among Black Americans, Who’s Who in the Government, and Who’s Who in America. Over the course of my career, I’ve received numerous distinctions, including the Outstanding Leader in the Utility Industry Award, the James E. Stewart Award (twice), the Thomas A. Edison Legacy Award, the John Dingell Award, the S&P Global Platts Lifetime Achievement Award, and the Crystal Award for Distinguished Service.Beyond my professional work, I remain committed to mentoring emerging leaders and advancing STEM education, particularly in communities historically underrepresented in these fields.
