ABOUT DIYOUVA C. NOVITH
I study how technology reshapes the way governments govern, with a focus on international trade and customs.For over eight years, I worked inside Indonesia\'s customs system, first as a frontline officer classifying goods and assessing risk at the border, then as a data analyst building the tools that changed how those decisions get made. I eventually led the Customs Data Culture initiative, a nationwide effort that transformed how officers relate to data in their daily work. The World Customs Organization recognized the program for its impact on institutional practice.That experience raised questions I\'m still working through: When a government agency adopts data analytics, what changes beyond efficiency? How does it reshape what officers know, how they make judgments, and where authority sits? How do the same international data standards produce different practices when they land in different countries?At the World Customs Organization, I saw these questions from the other side, advising customs administrations across Asia-Pacific and Latin America on adopting analytics frameworks and watching each country adapt the same tools to very different institutional realities.Now at Carnegie Mellon\'s Heinz College, I\'m building the analytical and policy foundations to examine these questions with rigor. My coursework spans econometrics, policy analysis, and the governance of emerging technologies. My research explores how technical systems like the Harmonized System of goods classification function as global governance infrastructure.I also chair the Advisory Board at the Center for Customs and Excise Studies (PSKC), connecting academic research with policy practice in international trade, and mentor young researchers working at that intersection.When I\'m not thinking about borders and data, you’ll usually find me underwater, trying to out-swim curious fish or convincing myself that scuba gear looks cooler on me than it actually does.
