As a GS-9 Labor and Employee Relations Negotiator (LERN), I serve in a developmental role providing technical guidance and support on a wide range of conduct, performance, and labor-related matters. I independently manage routine cases involving disciplinary actions such as reprimands and short suspensions, and assist senior specialists with more complex adverse actions.My responsibilities include interpreting Title 5, CFR regulations, and collective bargaining agreements to ensure management decisions are legally sound and procedurally correct. I advise supervisors on addressing employee misconduct, document reviews, and strategies for handling workplace disputes.I support grievance processing by drafting proposals, responses, and preparing case documentation for management and union representatives. I also participate in union-management meetings, observe negotiations, and draft memoranda of understanding (MOUs) under the direction of senior staff.In addition, I conduct research on case law, FLRA decisions, and OPM policy to inform recommendations. I help deliver training to managers on labor relations topics such as performance documentation, disciplinary processes, and contract compliance. I maintain detailed records in HR systems to support audits and agency reporting.This role requires strong communication, critical thinking, and an in-depth understanding of labor laws and federal personnel policies. As a developing LERN, I contribute to a fair and effective workplace while building the expertise needed for higher-level labor relations work.
