Diann Castleberry teams up with AC Transit’s Legislative Affairs & Community Relations team as an External Affairs Representative to support community and governmental outreach in central and southern Alameda County: cities of Fremont, Hayward, Newark, San Leandro; and urban unincorporated communities. She joined the Alameda-Contra Costa Transit District (AC Transit) in 2019. This move has afforded her the opportunity to work in public bus transit for the past six years, creating tangible opportunities to improve transit mobility, and community advancement in the East Bay where she resides. Diann has more than 20 years of experience in public service, transportation, and community relations.PROUD OF THIS … From 20••••25 Diann served as Deputy Project Manager for the AC Transit Realign project, a comprehensive assessment of every AC Transit bus line in response to hybrid and remote work trends, shifting ridership patterns, and ongoing fiscal challenges. Realign, a fast paced, dynamic, and high-profile project concluded a multi-phased, joint planning and public participation process for AC Transit’s service area that started in Spring 2023 and implemented Realign Service Change in August 2025. Diann lead the public participation element of this planning project together with two engagement firms and a core of three in-house subject matter experts and their teams. Participation results have exceeded expectations, gathering more than valid survey responses to help our planners assess community needs. This included involving harder to reach populations, through strategic partnerships. The fast pace required intentional coordination between the project manager, consultant, and multiple teams, while bringing the public along with us on this journey to deliver a new equity-focused bus network designed to increase ridership and deliver service reliability. The Plan was approved October 9, 2024, and the team worked hard preparing for implementation.
