The DM & E Manager I lead the strategic design and implementation of evidence-based programming, ensuring all interventions are guided by robust theories of change, measurable indicators, and adaptive learning systems—contributing to program quality, accountability, and impact. I support the Organizational Strategy Development and roll out.Key ResponsibilitiesProgram Design & Quality: • Support in Organizational Strategy Development• Need assessment and program design • Development of theories of change, RF, LF, and define key indicators and tools for each project component. • Design and operationalize a comprehensive MEL plan.• Ensure alignment with donor frameworks and World Vision’s global standards.Monitoring & Evaluation: • Oversee M&E systems across projects. • Develop data collection protocols, schedules, and reporting templates.• Ensure timely baselines, evaluations, and data quality audits. • Oversee qualitative and quantitative data collection through surveys, interviews, focus group discussions, and observation tools.• Develop dashboards and tracking systems for real-time data visualization and reporting.• Prepare National Level quarterly and annual M&E reports, highlighting key findings, challenges, and strategic recommendations.Accountability & Learning: • Strengthen feedback mechanisms ensuring all Programs conduct Annual Community review and Planning with internal, external and community-based partners.• lead learning reviews and after-action reflections ensuring all program offices conduct Program Quality Self Review and reporting• ensure ethical data use and safeguarding integration.• Review success stories, case studies, and lessons learned to inform policy and program scale-up.Capacity Building: • Mentor Program staffs across project locations. • Build capacity in data analysis, reporting, and adaptive management.• Provide ongoing technical support for quality assurance in M&E processes.
