About Dharmendra Choudhary
My contributions in several Anti Dumping cases have been, fortunately, outcome determinative. In a plethora of cases, the US DOC has reversed its initial choices of primary surrogate country as well as SV data for critical FOPs based on my arguments. I have contributed to saving Billions of dollars of US trade of goods with China and other countries. I am also defending exporters in several market economy US antidumping cases including from India.

I focus on US Anti-Dumping and Countervailing Duty proceedings against market and non-market economy countries, handling every aspect of the cases. My contributions to the most critical domain of surrogate value and surrogate country choices, the single most important outcome determinative factor in NME AD cases, have been widely acclaimed by both the Trade and the Bar. My extensive contacts around the world within government, industry, trade associations, other international institutions, has contributed to a paradigmatic shift in the prosecution of NME AD cases, with surrogate value and surrogate country issues shaping the outcome in all high profile cases. Several recent China AD cases - Solar panel, Mobile Access Equipment, Off the road and passenger vehicle tires, Diamond Sawblades, Threaded rod, Activated Carbon, Xanthan Gum, Front Seating Service Valves, High Pressure Steel Cylinders, Steel Nails etc. and Vietnam AD cases - Wind Towers and Fish Fillets - were primarily decided based on SV issues. Currently working on several US AD proceedings against Indian exporters including Welded Steel Pipe and Carbon Steel flanges. I am playing a crucial role in defending the particular market situation (PMS) allegation in ME AD cases. Also working on Turkey Rebar CVD case. I often argue matters at the US Court of International Trade, US Department of Commerce and US International Trade Commission.
