About Devin Lynch

Over two decades across the U.S. Navy, Congress, the White House, and industry, I’ve helped design and implement cybersecurity and AI strategies that connect technical architectures to national priorities. My work focuses on translating complex systems—data, algorithms, and digital infrastructure—into frameworks policymakers and operators can act on.As Senior Director of the Paladin Global Institute, I lead initiatives advancing AI, cybersecurity, and tech policy. As a Lecturer at George Washington University’s Elliott School of International Affairs, I teach the next generation to govern in the algorithmic age.Previously, I served in the Office of the National Cyber Director at the White House, guiding implementation of the U.S. National Cybersecurity Strategy, and held senior roles across the U.S. Congress, the Department of Homeland Security, and the private sector—building coalitions that bridge industry capability with public mission.My current research and writing explore the “AI Tech Stack”—the layered architecture through which algorithms now shape power, security, and sovereignty. Across my teaching and writing, I’m building a framework for understanding how the design of our digital systems reflects the design of our democracy.
