Devin Quirk serves as Deputy Chief at the City of Boston Planning Department where he is responsible for overseeing the daily management of City\'s planning, development, and real estate activities. He supports Chief of Planning Kairos Shen and Mayor Michelle Wu in executing their vision for community-engaged planning, regulation of all large scall review through the BPDA board, and public-private partnerships to promote catalytic real estate development. During his time as Deputy Chief in the Wu Administration he has led the creation the Boston\'s first City Planning Department in 70 years while also advancing regulatory reforms for a more predictable and transparent growth in Boston - such as a comprehensive review of the Boston\'s development review process (aka \"Article 80\") and rezoning efforts across the majority of Boston\'s neighborhoods. He has led negotiations on large scale development projects and participated in the approval of over 40 million square feet of new development in Boston during his tenure. He also also been a lead advocate for policies to address issues ranging from post-pandemic real estate challenges (including the City\'s office to residential conversion program, and a $100 million housing accelerator fund), to promoting greater diversity and inclusion in real estate developments, to creating a new organizational structures to promote cross-cabinet planning coordination and plan execution.

Devin has worked for the City of Boston since 2010 serving in roles supporting Planning, Real Estate Development, Affordable Housing, the CFO\'s Office and the Mayor\'s Office. During his tenure he has lead many strategic and operational reforms to better deliver services to the people of Boston, including: architecting and launching the City of Boston\'s new Planning Department, authoring legislation to modernize the city\'s real estate development tools, forming a Real Estate center of excellent within the BPDA, establishing both the City\'s Housing Innovation Lab and the Office of Housing Stability, and shaping the City\'s performance management and analytics team. He has participated in the development of over 100 million square feet of new development in Boston, helped create over new units of affordable housing, and managed hundreds of deeply talented and passionate City employees. Prior to joining the City of Boston, Devin served clients across the Federal Government as a management consultant with Booz Allen Hamilton. He has a Masters Degree in Public Policy and Urban Planning from the Harvard Kennedy School, and a bachelors degree in Psychology from Harvard University.
