Advise the Civil Affairs (CA) Capability Manager regarding military and civilian personnel issues, project and priority management, and resource allocation as the CA Capability Management Division team executes a mission to provide the Army with a fully developed, documented, and resourced CA force structure to meet worldwide strategic, operational, and tactical CA mission requirements in support of geographic combatant commands; provides strategic planning, concept development, combat development, force management, testing, and programming of Army CA forces; and integrates these processes with the Army and USSOCOM. Advice and recommendations include unique considerations associated with the Army’s active component, reserve component, special operations, and conventional operations CA forces.• Authored the Civil Affairs Task Force (CATF) Concept of Employment that will be used in Army experimentation to determine missions, designs, and partner organizations to use in whole of government stabilization/consolidation of gains activities in competition, crisis, and large-scale combat operations.• Authored the Civil Affairs Value Proposition information paper in response to 3-star general officer inquiry for use in strategic communication with decision-makers in the national capital region and across the Army and joint force. • Provided heavy edits and comments to DRAFT concepts within USASOC and from various U.S. Army Training and Doctrine Command Centers of Excellence for consideration by their authors to improve content, especially as applied to the integration of civil affairs capabilities.• Provided heavy edits and comments to a multi-chapter handbook designed to provide new knowledge, skills, and abilities in basic social science concepts for use by civil affairs professionals as they research and analyze the civilian environment to increase situational understanding and integrate this knowledge into planning and execution of military operations.
