    Responsible for Federal oversight of the FEMA Homeland Security Grant Program (HSGP), and the Nonprofit Security Grant Program (NSGP) for the Commonwealths of Massachusetts and Pennsylvania, and the States of Connecticut, Delaware and Tennessee. Responsible for the Federal oversight of the Tribal Homeland Security Grant Program for the Mohegan Tribal Nation, and Mashantucket Pequot Tribe of Connecticut, and the Mashpee Wampanoag Tribal Nation of Massachusetts. The HSGP is a program which provides funding to state, local, tribal and territorial (SLTT) jurisdictions for the planning, equipment, training and exercises necessary to prepare for, respond to, and recover from acts of terrorism. This includes terrorist use of Chemical, Biological, Radiological, Nuclear, and Explosive agents. Works as a liaison with State grants staff and personnel and assists them during pre-award, award, and post award process. Responsible for over $1.0 billion of FEMA preparedness grants. Conducts programmatic monitoring to ensure the grantees have met the objectives of the program and are in compliance with all applicable Federal law, code, regulations and appropriations language. During monitoring site visits attends full scale exercises in order to evaluate the effectiveness of HSGP funded equipment and training. Other duties and responsibilities include:Independently develop options, recommendations and conclusions taking appropriately weighted data, and other variables into account with the purpose of improving productivity, effectiveness and efficiency in program operations. Adjunct Instructor at the Emergency Management Institute, National Emergency Training Center, Emmitsburg, Maryland for E705, Fundamentals of Grants Management,After a major disaster is deployed and reports to a Disaster Recovery Center to work as an Individual Assistance Specialist. Performs intake interviews of disaster survivors in order to determine eligibility for Federal disaster assistance.
