ABOUT DENIS R. VINETTE
Denis is a seasoned, bilingual (Français/English) senior executive with over three decades of experience at the forefront of Canada’s border and public safety operations. A career leader within the Canada Border Services Agency (CBSA), he has demonstrated strength in complex policy execution, strategic program transformation, and high‑stakes operational delivery across travel, trade, enforcement, intelligence, and health. Recipient of the APEX 2024 Leadership Award of Excellence, Denis most recently served as Vice‑President (Senior Assistant Deputy Minister level ) of the Travellers Branch (Senior Assistant Deputy Minister level), leading employees and directing a $650M+ program to modernize the traveller continuum across all modes of transport. He was instrumental in shaping Canada’s COVID‑19 border response, heading the national Border Task Force from 2020 to 2022. Previously, as Associate Vice‑President of Operations, he oversaw frontline staff and an $800–900M portfolio, driving innovation, performance, and resilience in border management. Denis brings deep expertise in Immigration, Asylum, Customs, and public health enforcement, along with knowledge of agricultural and international border policy and operations; he is also a strong practitioner in capacity development and capacity building. His executive experience spans regional and national leadership, international engagement, stakeholder negotiations, and governance participation at the highest levels, and he has represented Canada in global forums including Frontex, the U.S. Department of Homeland Security, and multilateral Border Five collaborations. At CBSA, Denis also served on the Internal Audit and Evaluation Committee, the Financial Controls Committee, and the Procurement Review Committee, playing a leadership role in strengthening governance and accountability. He ensured programs and investments were strategically aligned with organizational priorities, fiscal responsibility and proper controls were applied, and procurement decisions delivered measurable value. His work reinforced oversight, transparency, and stewardship of public resources, supporting CBSA’s mandate to operate with integrity and efficiency.
