About Debra Means-West

I am a cross-sector strategist, research and evaluation leader, and organizational learning specialist working at the intersection of workforce development, technology, equity, and systems change. For more than 20 years, I have led national initiatives, built evidence-based programs, and partnered across nonprofit, philanthropic, government, and private sector environments to advance economic mobility for underrepresented professionals.My work focuses on how organizations use research, data, and emerging technologies, particularly AI, to inform strategic decisions and strengthen impact. I am especially interested in the translation layer between insight and action: how evidence is gathered and synthesized, how measurement frameworks evolve to reflect equity and complexity, and how institutions adapt responsibly in rapidly changing environments.Throughout my career, I have designed theories of change and impact measurement systems, led cross-functional teams conducting environmental scanning and applied research, embedded culturally responsive evaluation practices, and partnered with data and technology teams to strengthen organizational learning infrastructure. I have also contributed to national policy research on immigrant workforce integration and labor market trends, and was appointed by the U.S. Department of Education to moderate federal working groups connecting policy to field practice.Currently, I am engaged in applied research exploring AI’s task-level impact on work, responsible governance frameworks for workforce technologies, and how organizations can use data and automation to expand opportunity rather than narrow it. I use research, strategic advisory work, and prototyping to help organizations move from insight to responsible action.I am drawn to leadership roles in research and evaluation, organizational learning, strategic initiatives, and innovation, particularly in mission-driven organizations focused on workforce development, economic mobility, and social impact. My strengths include systems thinking, cross-functional leadership, translating complexity into clarity, and operating effectively in fast-moving environments where evidence and equity must guide decision-making.
