Prepares, administers, evaluates, revises and implements short and long-term program goals and objectives to assure consistency and compliance with statewide homeland security and emergency preparedness response needs and priorities. Develops collaborative relationships with Local, State and Federal agencies to assure the coordination of available resources needed by the State on a day-to-day basis or during an emergency. Reviews technical assistance provided to communities and state agencies in the development, implementation, and evaluation of school safety, community outreach and preparedness programs. Assigns and coordinates staff and resources in support of HSEM; provides direct supervision to include developing work methods to attain efficiencies, solving personnel problems, disciplining employees, recommending hiring and firing of employees; and approving time and leave requests; performs annual performance evaluations on subordinates. Assess staff development needs; participates in training, workshops, conferences as well as reviews technical literature related to homeland security and emergency management to ensure up-to-date knowledge base. Develops and analyzes legislative activities to assess their impact on statewide homeland security and emergency preparedness/management response goals and objectives.
