About Debayan Dutta
Debayan has over 12 years of post-qualification experience in the social development and academic research sectors, working across West Bengal, Jharkhand, Chhattisgarh, and Odisha. He holds Bachelor’s and Master’s degrees in Social Work from Visva-Bharati University, Sriniketan. During his academic years, he interned with Nav Bharat Jagriti Kendra (Jharkhand) under Plan International’s Child-Centric Community Development Programme and ASSEFA (Bihar), gaining insights into rural India’s socio-economic-political and cultural realities through continuous fieldwork.Following his Master’s, Debayan worked with the Church’s Auxiliary for Social Action (CASA) as Programme Associate under the “Empowerment of NGOs in West Bengal” project supported by Bread for the World, Germany, where he managed program planning, monitoring, and capacity building across 21 partner NGOs. His exposure to grassroots education reinforced his belief in learning as a catalyst for social transformation, leading him to join the Azim Premji Foundation’s Fellowship (2014–2016). After completing the fellowship, he served as Resource Person (Social Science), facilitating teacher workshops and educational research.He later joined Oxfam India as Project Officer – Social Inclusion, managing a European Union (EU) funded initiative to strengthen 10 NGOs led by marginalized communities in Chhattisgarh on Forest Rights and the Right to Education. A UGC-NET JRF recipient, Debayan pursued doctoral research at Visva-Bharati University. His study is titled “State-Initiated Welfare Measures Influencing Social Cohesion: A Qualitative Study of Selected Schemes in Rural West Bengal”, focuses on how welfare schemes shape participation, trust, sense of belonging, and inclusion in rural communities.He has authored two papers: “Rural Community Engagement at Select Higher Education Institutions in West Bengal” and “General Elections, Under Representation of Marginalised Groups and Issues of Social Cohesion in West Bengal.”Currently serving as Executive (LA/R&R/CSR) at NTPC Pakri Barwadih Coal Mining Project, Debayan oversees corporate social responsibility, rehabilitation, and community development initiatives through participatory planning. His work integrates experiential learning, research insight, and ethical social work practice toward inclusive and sustainable human development.
