I bring efficiency to government through technology advancement (cloud, AI, cyber), contract consolidations, workforce transformation, and accountability (FinOps, FAR, FISMA, SLA etc.).I am in charge of designing, developing, and maintaining USPTO’s multi-cloud platform. I built and grew USPTO Cloud program from ground up since 2020. We are on target to completely transform IT modernization in the cloud in 20•••00 systems and 600M total IT budget). Finance wide, we expand our cloud spending from 2M annual usage to 40M+. Tooling through AI, automation, tech debt removal and stack refresh, we improve customer experience and efficiency.I am a result-delivered senior IT executive to help CIO on procurement strategy, technology selection, organization re-alignment, and IT asset consolidation. I produced executable plan and oversaw those transformations. I am a hands-on technologist who delivers prototype, visualization, target-meeting projects, and efficiency financial result.    I spearhead AI era cloud development using classic and generative AI. At cost efficiency front, I initiate optimization-as-a-service to improve cloud eco-system health. At customer service front, I promote operation bot to handle 80% consult and inquiry support- I oversee transformation of all enterprise services, including network (transport, CDN, cloud connect), VPN, ZTA (SASE, SWG, Telemetry, DLP), DNS, PKI, secure file transfer, load balancing, Identity as a service, observability etc- I led the transformation of USPTO from a single cloud environment with five tenants to a multi-cloud (AWS, Azure, GCP) ecosystem with over 100 tenants. Our cloud footprint includes 8 petabytes of data, 50 systems, and over microservices- I am a motivated leader in the federal cloud community, I collaborate with a dozen agencies, including DHS CISA, USDA, NOAA, and NIST. USPTO became the first pilot team for Zero Trust Architecture and TIC3.0 pilot- I managed an application development office of 120 federal employees and 600 contractors. At this role, I fostered a culture of trust, diversity, competence, and collaboration. My team had four divisions and twelve branches. We service internal clients, seven international offices, and over 250 thousand worldwide users- I oversaw the planning and execution of over 40 concurrent projects across eight programs at USPTO annually. My yearly budget was $140M to fund application development activities. We use agile development methodology- I am a blogger and public speaker. I was nominated for Fed Scoop 50 Awards (2023), Washington Pinnacle Awards (2022), and received multiple awards from the Department of Commerce (20••••24).
