The Team Leader has overall responsibility for technical leadership, strategic direction, and coordination of the full consultancy, ensuring that all Task Groups are delivered in strict compliance with the ToR, ADB requirements, and Government expectations. They lead the formulation of sector development strategies, institutional reform roadmaps, and business process modernization across both road and maritime subsectors, covering roads, bridges and road safety, as well as maritime infrastructure and operations (including ports, domestic wharves/jetties/ramps, and associated safety and regulatory functions). They integrate and quality-control inputs from the full specialist team (roads, maritime, maintenance, procurement/contract management, safeguards, transport economics, and financial analysis) to ensure consistent recommendations and an implementable action plan. The Team Leader serves as the principal point of contact with MID, CPIU/PMU and ADB, steering consultations, validating findings, and overseeing formal reporting (inception, interim, draft and final outputs)
