David worked with HMCTS’ Decommissioning and Legacy Risk Mitigation Programme helping analyse the authority’s legacy estate to propose the best approach for taking them forward. As part of this work David worked with a team of architects to triage the applications, evaluate risk levels and options and then put together a plan and business case for the work. This resulted in a successful bid for over £200M of funding to address the challenges of the legacy estate. David is now working on technically leading the project for replacing one application which is over 30 years old.

ABOUT DAVID HOWARD
David is a senior architect with over 20 years IT delivery experience gained from a range of organisation types from financial institutions to the NHS. He works with the senior management of organisations to help progress the delivery of complex IT-based solutions. To achieve this he applies his management experience of the full delivery life cycle for a diverse set of enterprise solutions, along with an understanding of technical delivery drawn from his Enterprise Architecture experience.Some of my key successes have included:• Architected a $30M, 5 year Programme of work with Kantar WorldPanel to create a new operational platform for the organisation, and so allow new strategic capabilities for global delivery.• Provided a performance improvement that facilitates the delivery of Kantar’s new strategic product into production, meaning a solution that ran in 14 hours now runs in 35 minutes on the same hardware;• Led the delivery of over £10m of savings on a single BT project by restructuring the delivery approach for Management Information requirements within the London LSP contract;Specialties:* Successful delivery within complex technical and political environments;* Strategic troubleshooting and consultancy;* Technical strategy, direction and quality assurance;* Development Process Consultancy, especially with respect to application of Agile techniques within formal environment;
