ABOUT DAVID HENLEY

David Henley is currently Counsel to Irving Shipbuilding Inc. on a part-time basis and provides legal consulting services to various other clients. He was Vice President and General Counsel at Irving Shipbuilding Inc. from 2015 to 2019 during which he led the prime contractor legal team for the largest procurement in Canadian history and negotiation of multi-billion dollar contracts. Prior to that appointment, he was a partner in the Halifax office of Stewart McKelvey where he had a broad commercially oriented practice in the areas of maritime, construction, energy and natural resources, and environmental law. David is a graduate of the University of New Brunswick (BBA 1989 and LLB and Dalhousie University (LLM 2003). After a career in the army as an artillery officer, David was admitted to the Nova Scotia Bar in 2001. He continued to serve in the Army Reserve and after returning from a tour in Afghanistan in 2010 was invested as a member of the Order of Military Merit by the Governor-General. David retired from the Army in 2015 as a Brigadier-General after 30 years of full and part-time service. His last position was Deputy Commander for the 5th Canadian Division, essentially the Army in Atlantic Canada. David has written, presented and published papers on a variety of marine and environment related subjects. David was an associate of the Marine Environmental Law Institute and a member of the part-time faculty at the Schulich School of Law where he taught Fisheries Law from 2004 to 2015. David was a member of the Transportation Appeal Tribunal of Canada from 2010 to 2017. He was appointed Queen\'s Counsel in 2017. He currently sits on the boards for Hypertension Canada and the Chronic Pain Centre of Excellence for Veterans. He was a member of the board and Treasurer for the Halifax Citadel Society from 2016 to 2025 and was a director of the Senate of the Royal Canadian Artillery from 2020 to 2023.
