ABOUT DAVID COWAN
I am a Data Governance & Risk professional with deep experience in data governance frameworks, data quality, identity and access management, information security, and enterprise training. I lead a high-performing data governance team in a large, complex, regulated environment, where I deliver risk assessments, control evaluations, remediation oversight, and data governance operating models that support both business strategy and compliance needs. My work often includes:• Data governance program design and maturity improvement• Data risk assessments• Data quality frameworks and controls• Metadata and lineage governanceI’m both analytical and creative in how I solve problems. I hold two graduate degrees from the University of Toronto, supported by four academic scholarships, and I’ve published peer-reviewed research in leading academic journals. Early in my career, I served as a Senior Data Research Assistant for the Canada Research Chair in Immigration, Inequality, and Public Policy (Professor Monica Boyd). Working out of Statistics Canada’s Research Data Centre (RDC), I coded and analyzed complex Canadian census datasets that contributed directly to her future publications. This experience strengthened my ability to work with large, sensitive datasets, interpret patterns rigorously, and communicate insights that matter.I believe effective data governance requires more than policies— it requires communication, empathy, and the ability to make complex issues clear to people who don’t live in data every day. I bring structure, calm, and practical problem-solving to environments where stakes are high and clarity is essential.
