For the Department of Human Services (DHS) Office of Technology Health Services (OTHS) Enterprise Project Management Office (EPMO) to support the Electronic Benefits Transfer (EBT) Program, provide leadership and direction to accelerate completion of RFP for re-procurement of EBT vendor. Strengthen RFP Scope of Work (SOW), requirements and Service Level Agreements (SLA) through analysis of former RFP, current contract and benchmarking against EBT RFPs from other states. Ensure compliance with United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) Program and Quest requirements as well as manage stakeholder participation, input and expectations. Coordinate with EBT Program, Office of Inspector General (OIG), Family Investment Administration (FIA), Office of Attorney General (OAG) and Central Procurement Unit (CPU) to facilitate and advance EBT re-procurement and IAPD process for Maryland DHS EBT Supplemental Nutrition Assistance Program (SNAP). As the principal State agency responsible for social services in Maryland, DHS is mandated to serve a wide range of people with complex economic and social needs. The EBT system supports this mission by serving as the gateway mechanism through which over 473,900 Maryland households’ access SNAP benefits and over 27,370 access cash benefits.
