About David Boss

I am a Director in HNTB’s national Advisory practice. We provide executive owner’s representative services to public sector leaders seeking to deliver major infrastructure programs through various forms of alternative delivery.Combining my engineering background with my P3 and alternative delivery experience, I am proficient in all aspects of large-scale procurements, including developing technical provisions and meshing those with RFP and contractual terms. We strive to achieve the owner’s stated goals while being realistic about what the market can deliver and risk allocation.I have worked on a wide variety of transportation projects, including highways, tunnels, airports, light rail and others. With HNTB, I have supported Georgia’s MMIP P3 procurements, helped develop requirements and terms for progressive design-build projects in Arkansas, Ohio and Michigan, and am currently co-lead on the Owner’s Verification team for the $2B Calcasieu River Bridge P3 in Lake Charles, Louisiana.Previously, I served as design manager for a progressive design-build program with Skanska USA Building in Portland, Oregon. I originally joined Skanska Infrastructure Development (ID) in 2005 after 20 years designing bridges, highways and toll roads in Dallas, Texas. My ID P3 projects included LaGuardia Airport Central Terminal, Midtown Tunnel in Norfolk, Virginia and Interstate 4 Ultimate in Orlando, Florida.
