ABOUT DAVID YUZVA CLEMENT

David Yuzva Clement, PhD is a visionary public policy leader and strategic advisor working at the intersection of government, research, and public safety to address complex social challenges through evidence-based policy and systems-level change. With two decades of experience across the federal government, international organizations, academia, social services, and community sectors, David brings a multidisciplinary approach to shaping policies that promote public resilience, digital safety, and social cohesion. Lead author of Social Work and Countering Violent Extremism: Case Management, Direct Practice and Multi-Sectoral Collaboration (Springer Nature), co-authored with an interdisciplinary team. As a Research Advisor with the Government of Canada, David leads work on preventing and countering violent extremism (P/CVE), advising on national and international policy frameworks that address the evolving threats of radicalization, extremism, and hate—both locally and online. He oversees initiatives, supports data-driven solutions, and implements strategies that reduce harm and address the social and psychological impacts of polarization, violence, and misinformation. Beyond government, David contributes to public sector innovation and digital governance through academic and global policy roles. He serves as an Adjunct Research Professor at Carleton University and an Associate Fellow at the International Centre for Counter-Terrorism, focusing on digital harms, social policy, and multi-sectoral prevention. Known for navigating complexity and building cross-sector partnerships, David excels at translating critical research into actionable, forward-looking policy solutions. His work is published in leading peer-reviewed journals and contributes to international discussions on digital safety, violent extremism, and prevention policy. He continues to advise organizations on strategy, policy design, and risk—particularly in high-stakes, politically sensitive environments where digital, psychosocial, and security concerns intersect.
