David Spinazzolo, President and CEO of Metropolitan Solutions, founded the company in 1986 as a niche laboratory for asbestos, which has grown into a full service environmental consulting firm with core competencies Environmental Engineering, Laboratory Testing and Training. Metropolitan has offices in Portsmouth, Virginia, National City, California, and Bremerton, Washington serving the ship repair industry with environmental lab testing and Environmental Health & Safety training.Over his 30 year career, Spinazzolo has earned a worldwide reputation as a leader and expert environmental consultant, managing a national practice providing environmental site assessments since 1990. He is recognized as an Environmental Professional (EP) under the EPA All Appropriate Inquiry standards and currently holds a registration from the California EPA as a Registered Environmental Assessor. In the forefront in Federal rule promulgation, professional standards and educational goal setting, he has extensive practical experience in this field.

   Member of Guide Specifications for Reducing Lead-Based Paint Hazards Project Committee of the National Institute of Building Sciences (NIBS), which developed a lead-based paint hazard reduction guide very similar to the NIBS Asbestos Abatement and Management in Building Guide Specifications.• Negotiator and voting member of the Environmental Protection Agency (EPA) Rule-Making Committee on Asbestos Contractors\' Certification. This committee was responsible for implementation of the Asbestos Hazards and Emergency Response Act (AHERA) which today regulates the asbestos abatement and removal in schools, as well as Asbestos Training. • Member of the E-6 subcommittee of the American Society for Testing Materials (ASTM) which develops test protocols for asbestos and lead.• Founder and the first president of the Asbestos Abatement Council, the leading national trade association that served to further education in the field and assured the highest standards of professional performance.• Consultant to United States Department of State on asbestos matters in foreign countries, including the Soviet Union, Pakistan, El Salvador, Iceland, and Korea. • Organizer & leader for First World Congress on Asbestos Abatement, 1986, Washington, D.C.• Member and past Vice President of the National Asbestos Council• Consultant concerning the necessity for asbestos abatement, options available for asbestos abatement, interpretation and evaluation of test results, and interpretation of Federal, State and Local regulations, advisement on cost estimation and evaluation of proposed and actual abatement procedures, construction practices, evaluation/estimate of costs of materials, and procedures used in prior construction, and historical documentation of procedures, methods and materials.• Expert/fact witness in asbestos litigation in multiple jurisdictions throughout the U.S. for a broad range of clients including attorneys and Fortune 500 companies.
