About David Silver
Chief Logistics Officer (CLO) for the Rocky Mountain Network Veterans Integrated Services Network (VISN 19), headquartered in Glendale, Colorado. As the largest VISN in terms of geographic area in the 48 contiguous states (over square miles), VISN 19 covers Utah, Montana, Wyoming, Oklahoma, Colorado and portions of Idaho, Kansas, Nebraska, Nevada and North Dakota. It is estimated over veterans reside within VISN 19\'s geographic boundaries. I provide logistical oversight for 8 Health Care Systems (HCS)- VA Montana HCS, VA Eastern Colorado HCS and VA Salt Lake City HCS; VA Cheyenne HCS, VA Grand Junction HCS, VA Oklahoma HCS, VA Muskogee HCS, and VA Sheridan HCS; 42 outpatient clinics, 3 nursing homes, and 3 residential rehabilitation treatment programs. In addition to providing logistical support to health care, I oversee the VISN emergency management operations and we are a contingency backup to the Department of Defense (DoD) and the Department of Health and Human Services. During national emergencies, we support the National Disaster Medical System (NDMS).I provide full logistics support to medical, surgical, specialty services, multiple outpatient clinics, nursing home care units, and often a domiciliary. I execute the VISN’s integrated logistics and supply chain management system by performing operations that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to provide support for the complex requirements of several large healthcare facilities. I have overall program management responsibilities for the planning and execution of the logistics and the supply chain that integrates and aligns acquisition, delivery and management of supplies, equipment and services with the accomplishment of the VISN’s core mission – providing oversight and guidance to the VA Medical Centers (VAMCs) that deliver health care and maintain patient safety.
