About David S. Campbell

David S. Campbell, a longtime attorney who also served as CEO of Mesa del Sol, will lead Lobo Development, which is underway with a years-long effort to develop the land surrounding the university\'s stadiums and Isotopes Park. Campbell was hired on Sept. 15, said Director of Operations Keelie Garcia. He replaces former executive director Kelly Ward. “The better Lobo Development does at building mixed-use properties, the more value we can bring to UNM’s mission and role as the State’s flagship university,” Campbell said in a statement to the Journal. “I look forward to being a teammate in this virtuous circle.” An experienced professional in local governments and development, Campbell has served as CEO of Mesa del Sol, city manager for the City of Rio Rancho, and planning director and city manager for the City of Albuquerque. He is also currently the development hearing officer for Albuquerque. His hire comes as New Mexico’s largest university plans to further develop its Science and Technology Park and create a bustling entertainment district near University Arena through a newly created Tax Increment Development District, or TIDD. The district, once further developed, will also expand opportunities for research collaboration between UNM and Sandia National Laboratories, Kirtland Air Force Base and the Air Force Research Lab, according to UNM. The district is about 337 acres. The TIDD will be used as a mechanism to spur economic development through the allocation of some portions of gross receipts taxes and property taxes for public infrastructure. UNM officials earlier this year said they expect the new district, which has a lifespan of 25 years, to create more than new jobs with $4 billion in wages. An economic analysis has projected a net economic benefit to the state of $1.1 billion over the life of the TIDD.
