Mr. Parker was employed from 1991 until 2026 by the United States Environmental Protection Agency. David worked from 2010 to 2026 at EPA’s National Enforcement Investigations Center (Denver, Colorado) as the Criminal and Civil Program Coordinator, acting Branch Chief, program analyst, and inspector. David also worked from 1991 – 2009 at EPA Region 4 (Atlanta, Georgia) where he served as a technical expert in the Region’s Drinking Water Program before managing in the Coastal, Wetlands, Water Quality Standards, TMDL and Water Enforcement Programs. David graduated in 1989 from Lipscomb University in Nashville, TN with a bachelor’s degree in Biology and from the Johns Hopkins University in Baltimore, MD in 1991 with a master’s degree from the Department of Geography and Environmental Engineering.
