ABOUT DAVID ORR
I am a law enforcement commander with more than two decades of progressive leadership experience spanning investigations, tactical operations, internal accountability, labor relations, and organizational development. I currently serve as a Lieutenant commanding Internal Affairs, where I oversee officer misconduct investigations, ensure procedural integrity, and report findings directly to the Chief of Police. I also manage and secure over $1 million annually in federal grant funding and conduct department-wide inspections to ensure operational readiness and policy compliance. Throughout my career, I have led at every level of the organization. As a Detective, I conducted complex felony investigations and developed cases from inception through prosecution. As a Sergeant, I supervised multi-shift patrol operations, served as SWAT Team Leader, led the School Resource Officer program, and mentored the next generation of officers as a certified instructor. I served more than a decade on the SWAT Team, participating in over 150 high-risk tactical operations, including hostage rescues and barricade incidents. In addition to operational command, I have extensive experience in labor leadership and negotiation. As elected President and Treasurer of the police union, I negotiated collective bargaining agreements, represented members in arbitration and disciplinary proceedings, and advocated for public safety professionals at both the state and federal levels. I testified before the President’s Task Force on 21st Century Policing and participated in national Department of Justice forums on officer safety and reform. I hold a Master of Arts in Criminal Justice (4.0 GPA, Gold Medal Award) and have completed the FBI LEEDA Trilogy and Command College. I am committed to principled leadership, professional accountability, and building trust between law enforcement agencies and the communities they serve. My approach is straightforward: lead with integrity, prepare relentlessly, and deliver measurable results.
