Managing a multidisciplinary team to engage with investors at the earliest juncture of the development process, to facilitate sustainable economic development through: a. Working directly with investors at the earliest stage to identify policy opportunities and requirements, an appropriate delivery vehicle through a bespoke range of choices (master plans, development briefs, SPD etc.), coordinate specialist input, pragmatically overcome challenges and identify mitigation necessary. Ensuring due process and decision making facilitates rather than hinders the development (clears the path).b. Proactive work to act as a catalyst to deliver the Core Strategy and other Council priorities, including through master planning and development briefs production to lead/focus discussion with land owners, developers, statutory undertakers and local community. To catalyse delivery of stalled or complex strategic projects. c. Strategic mitigation. Further proactive work to identify ongoing and complex barriers to development which occur repeatedly in an area and to work with specialist agencies to work out a holistic solution which allows strategically important development to proceed. Examples would be production of a phosphate management plan with commuted sum payments to mitigate impacts in the River Avon SAC, and a pro-rata payment for improvements to mitigate impacts on the Salisbury ring roadd. Development of a consistent and bespoke suite of business processes to be utilised when appropriate to a project to facilitate delivery expeditiously and with minimisation of risk to include earliest identification of delivery vehicle, regulatory requirements, infrastructure and mitigatory requirements, place shaping, planning performance agreements, provision of evidence and studies necessary, community engagement and technical consultative group.
