As the DTSO I am responsible for maintaining ‘Safe Place’, part of the Defence Safe System of Training/Work (SST/W) for my Training Area (TA). I report to and support the Regional TSO in providing compliance assurance by monitoring the use of all range, training areas and training facilities to ensure the maintenance of ‘Safe Place’. I provide advice and support as necessary to facilitate efficient and effective use of the training estate, monitoring ‘Safe Practice’ and if necessary, correcting non-compliance. I produce site specific Range/Training Area Standing Orders (SOs) and Risk Assessments, ensuring these are kept up to date and are current with MoD (PAM21, JSP907, DSA03), Environment (Natural England and H&S (JSP375) policy, but not limited to. I manage training bookings through the Bidding Allocations Management System (BAMS) and deconflict training priorities across all branches of the MoD. The DTSO conducts assurance checks on all user provided range/training safety documents through Gross Error Checks. Provides users with site specific information on hazards, restrictions and uses coaching and mentoring to demonstrate best practice to users, enabling efficient and safe use of the facilities and implement the appropriate actions and reporting after an incident. As the DTSO I deliver site specific safety briefs to the user ensuring currency and competency for the site, minimising the risk of incidents. To run the training estate effectively as the DTSO, also involves consulting with, and building relations with all stakeholders involved with the training estate.
