Ech Command Security Specialist, Special Security Officer, Government Special Access Program Security Officer in the Intelligence, Operations, & Plans (N2,3,5); Intelligence (N21) Department of Headquarters Military Sealift Command, Norfolk Virginia.I am a Department of the Navy; GS-080-13, Security Specialist, with 34+ years in concentrated security doctrine experience. For the past 2 years, I have integrated Special Security Officer (SSO) functions and duties into Military Sealift Command Headquarters mission set, to include the Special Intelligence Officer’s (SIO) vision, for operation as a fully functional intelligence and planning cell. Expansive experience and Special Compartmented Information Facility construction Subject Matter Expert (SME) to MSC Logistics Deputy Director (N4X) in relation to renovation of the second deck in Building X-132, and provide security direction to construction planners for ventilation considerations, true floor to true ceiling requirements, automated information system cable runs, intrusion detections system features, door construction, Government Services Administration Security Containers, automated electronic access control systems, and intrusion detection systems. Mr. Milford has developed a complete and accurate matrix to track Tier 5 and Tier 5R special investigations, and since his interjection into Security Director, COMSC programs for Personnel Security, has captured all necessary data to adequately and completely cover the full spectrum of shore based MSC personnel. Additionally, MSC ashore and subordinate units were trained upon initial and/or annual SCI refresher training, annual intelligence oversight indoctrination and/or re-indoctrination training, and foreign contact surveys.
