Performs management and technical tasks for the Louisiana Oil Spill Coordinator\'s Office (LOSCO)/DPS in the areas of environmental oil spill prevention, planning, response and damage assessment in an ESRI ArcGIS Server Enterprise and MS SQL Server Enterprise environment.Management tasks include creating programmatic strategic and operational plans, goals and objectives, proposal formulation, contracting, personnel management and supervision, cooperative agreements between local, state, and federal governments, presentations, and publications. Technical tasks include the design and implementation of the Louisiana Oil-Spill GIS (LOGIS) including geodatabase and SQL designs for all TAP projects in LOSCO, responding to legislative requests and providing testimony concerning environmental protection issues.MANAGEMENT AND CONTRACTING- Contracting includes needs assessment, establishing Request For Proposal with accompanying Scope of Work, scheduling, deliverable receipt and quality assurance- Implementation includes day-to-day supervision and monitoring of various staff professionals and contractors- Managed 7 simultaneous contracts totaling including the first statewide orthoimagery framework layer- Completed the first statewide LIDAR data set totaling approximately TASKSTasks include providing technical supervision in implementing the statewide LOGIS containing 450+ geospatial databases from 15 federal agencies and 16 state agencies- Deployed LOGIS geodatabases at the Houma ICP in the Deepwater Horizon oil spill- LOGIS implementation required multi-discipline team coordination and supervision involving public/private entities resulting in a complex natural and socio-cultural resource for environmental issues- Created and implemented the Baseline Sampling and Analysis geodatabase with GCMS SOP / lab results and the Marina and Boat Launch temporal geodatabase for cataloging oil spill staging areas.
