I am also Project Director for a four-year contract with the Home Office to provide MERL support to the Global Serious and Organised Crime portfolio; and I oversee a number of our refugee and humanitarian evaluations including the inter-agency humanitarian evaluation of the global response to Covid-19, the joint evaluation of the protection of the rights of refugees during the Covid-19 pandemic, an evaluation of UNHCR\'s engagement in situations of internal displacement, and an evaluation of ICRC\'s approach to partnership for strategic humanitarian impact.

ABOUT DAVID FLEMING
I am a Partner at Itad and lead our work on monitoring, evaluation, research and learning (MERL) in fragile and conflict-affected environments. I have fifteen years of experience in supporting governments and multilateral agencies to make evidence-informed decisions about how to deliver the greatest impact in conflict and crisis settings. I am experienced in designing, conducting and leading reviews and evaluations of programmes and strategies focusing on conflict prevention, peacebuilding, humanitarian assistance and refugee protection. I am experienced in designing and delivering MEL systems for complex programmes, including developing theories of change, results frameworks and value for money frameworks.
