About David Drabkin
I recently served as the Chairman of the Section 809 Panel, https://discover.dtic.mil/section-809-panel/ where we worked with industry and government professionals to provide 98 recommendations to improve Department of Defense’s (DoD) acquisition System in order to deliver capability to the warfighter inside the turn of near peer competitors and nonstate actors. Throughout my 41-plus year career in the government contracting industry, I have worked for the DoD, the General Services Administration (GSA) and the Homeland Security and Government Affairs Committee (HSGAC) of the U.S. Senate. I alsos worked in the private sector at both Northrop Grumman Corporation and Dixon Hughes Goodman, LLP. The President of the United States appointed me to the Service Acquisition Reform Act (SARA) Panel and the Multiple Award Schedule (MAS) Panels. I have chaired committees in the Section of Public Contract Law of the American Bar Association, Aerospace Industries Association, the Coalition for Government Procurement and TechAmerica. I also participated as a Vice Chair on committees for all of these organizations regularly providing input to industry reaction to both legislation and regulations. I am the Chairman of the Procurement Roundtable, Director of the Public Contracting Institute and an advisor to a number of private companies. I am a Fellow and a member of the Board of Advisors of the National Contract Management Association (NCMA) and the Vice President, Programs for the DC Chapter of NCMA. I am a recipient of NCMA’s Charles A Dana Award. I have been recognized many times during my career by both the private sector and government. These awards include the Wash100 award, the Charles A Dana Distinguished Service Award (NCMA); Public Sector Partner of the Year Award 2009; Presidential Meritorious Rank Award 2009; Federal 100 Top Information Technology 2002/2003; Association for Federal Information Resources Management Leadership Award in Acquisition & Procurement; and the CINC USAEUR Award for Civilian Service. I have a Juris Doctorate from Cumberland School of Law and a B.A. in Philosophy and Political Science from Washington & Jefferson College.
