David has over 35 years’ professional experience in a wide range of infrastructure and property sectors including airports, environmental, highways, local government, nuclear, rail, telecommunication and water.David’s particular skills are in the provision of procurement strategy, contract selection and drafting, where he is able to provide high level advice on a wide variety of capital projects. David has extensive experience of procurements undertaken under EU directives including open, restricted, negotiated and competitive procedure with negotiation routes to market.David has worked on a number of standard contract forms including NEC, JCT and FIDIC. In addition David has advised clients on recommended amendments to contracts in order to provide greater clarity around the respective roles and responsibilities of the parties in order to promote a more effective and proactive level of contract administration.Recently, he has provided strategic procurement advice on Highways England’s’ Smart Motorways Programme, HS2 Main Works Civils Contracts, and Environment Agency’s Next Generation Supplier Arrangements for Flood and Coastal Erosion Risk Management programme.
