   David A. Argue is a Managing Director at Secretariat Economists in its Washington, DC office. He also has taught health economics courses in the Carey Business School of Johns Hopkins University. Dr. Argue received his Ph.D. in economics from the University of Virginia in 1990. Dr. Argue has analyzed competition and performed damages analyses in various health care markets for government merger reviews, investigations, and private antitrust litigation. Among the health care areas in which Dr. Argue has worked are hospitals, physician practices, ambulatory surgery centers, health insurance and pharmaceuticals. He has written and spoken on health care matters numerous times over the past 30 years and has testified in court proceedings and other hearings. He testified on behalf of the defendant in the matter of Saint Alphonsus, et al. and FTC, et al. v. St. Luke’s Health System (a physician practice acquisition) and on behalf of Ottobock N.A. in the matter of FTC v. Ottobock and Freedom Innovations (a prosthetic knee acquisition). He has testified at matters involving payment rates for out-of-network hospital and air ambulance emergency services. He previously served as a Vice Chair of the Antitrust Practice Group of the American Health Lawyers Association.
