    Provide, as an embedded advisor, technical assistance to the Treasury Department in the areas of fiscal management, fiscal policy, budget preparation, and revenue and policy analysis and formulation. The consultancy falls under the ADB\'s knowledge and technical assistance facility Strengthening Fiscal, Debt and Financial Management (TA-6867 PNG). Contributing author to the ADB\'s December 2023 Pacific Economic Monitor - The Steps Papua New Guinea is Taking to Strengthen Non-Tax Revenue Collection. Drafted the following chapters of the ADB\'s 2024 PNG Country Performance Institutional Assessment Report:(1) Cluster 2 - Fiscal Policy;(2) Cluster 12 - Property Rights and Rules-Based Government;(3) Cluster 13 - Quality of Budget and Financial Management;(4) Cluster 14 - Efficiency of Revenue Mobilization;(5) Cluster 16 - Transparency, Accountability, and Corruption in the Public Sector.Other noteworthy contributions include- Capacitate DOT officers on how to conduct public expenditure reviews of sectors- Support Treasury\'s preparation of the Fiscal Budget Outcome Report, Mid-Year Economic and Fiscal Outlook Report, and Volume 1 of the National Budget- Help Treasury improve the quality of policy briefs for tax and non-tax revenue initiatives including forestry (log exports), agriculture (cocoa, copra, coffee), fisheries (downstream processing), and other sectors- Advise Treasury on its current organization restructure that will establish a new Revenue Wing- Help Treasury strengthen its role in coordinating with the Climate Change Development Authority the implementation of the National Climate Finance Strategy (2024 to 2029)-Advise Treasury on how to improve internal business processes and relationships with stakeholders like the Department of Finance, Internal Revenue Commission, Customs, Auditor General, and the private sector- Helped the Government determine the economic impact of the January 2024 civil unrest.
