My legal and executive experience spans the range of public and real estate law, including public finance, land use, real estate development and leasing and governance. For over 25+ years, I served in public agencies immersed in management of public assets, planning and zoning, CEQA, lease and development agreement negotiations, as well as regulatory process, transparency and ethics. Starting out first as a public finance attorney serving various public agencies and then as in-house pubic agency attorney, I most recently served as general counsel and then Executive Director of the Port of Oakland.I specialize in navigating the complex land use and regulatory framework in the Oakland and East Bay real estate market. I assist businesses and developer clients in lease and development agreement negotiations as well as public financing structuring. I focus on compliance with permitting and land use requirements, while developing customized leasing, acquisition and development strategies that align with client objectives.For government enterprises, agencies and nonprofit organizations, I additionally offer strategic advise in public finance and sustainable economic development, as well as in governance, ethics and compliance.
