Define and refine financial health measurement framework for STRIVE, a 4-year program that provides financial and non-financial services for female-MSMEs in Peru, Pakistan, and Vietnam. Develop financial health tool to validate framework before baseline through qualitative methods (e.g. in-depth interviews, positive deviant interviews, focus group discussions). Develop financial health needs assessment to inform program design. Develop financial health scorecard with outcomes pathway (e.g. knowledge, skills, attitudes, behaviors). Develop quasi-experimental design (financial health quantitative survey) for baseline and endline. Provide guidance on sampling methodologies, data collection strategies, monitoring systems and evaluation tools. Build capacity of country level staff to implement M&E tools. Analyze qualitative findings from three countries and develop global synthesis for baseline report. Provide inputs to country level and global synthesis M&E reports presenting both quantitative and qualitative results (for baseline and endline).
