Transactional, real estate attorney handling matters related to the development of affordable housing.Responsibilities include, but are not limited to:• Representing the City of Houston Housing and Community Development Department (HCDD) in various affordable housing site acquisitions, single family home rehabilitations, and commercial development projects.• Actively engaging with the U.S. Department of Housing and Urban Development (HUD), The Texas General Land Office (GLO), Federal Emergency Management Agency, and other state and local authorities to ensure HCDD abides by and remains compliant with all federal, state and local fair and affordable housing requirements.• Negotiating and drafting agreements, including inter-creditor and subordination agreements, with commercial lenders, nonprofit and for-profit developers, tax credit investors, agencies, other governmental entities, and other stakeholders in single-family and multi-family affordable housing projects.• Researching and advising on conflicts of interest and federal and state regulations.• Negotiating and drafting real property documents including deeds, leases, release of liens, Option Agreements/Purchase and Sale Agreements, and professional service contracts.• Advising HCDD on contract rights and identifying and recommending pathways to address title issues.• Counseling HCDD about federal, state and local housing regulations, statutes and ordinances, and drafting or revising ordinances affecting real property.• Reviewing and analyzing various legislative bills during the legislative session.• Special projects assigned by management.• Managing outside counsel.
